RICO Act Racketeering Against Larry and Mary Neal

Neither Tennessee nor Georgia or the United States of America had/have the legal authority to deny Larry Neal or Mary Neal, being free people (13th Amendment), of the right to life, liberty, or the pursuit of happiness (which pursuit is curtailed while denied the right to privacy and freedom of expression), and the rights to full citizenship (14th Amendment), and the rights to equal protection of the laws (14th Amendment and Civil Rights Act of 1866), or to deprive Mary Neal of the right to vote in the 2008 election by following her everywhere, with police services denied, as intimidation and persecution for asserting the aforementioned rights (15th Amendment).

However, I assert that officials in State and Federal Government did and do collude to violate Larry Neal's and Mary Neal's rights that are protected under the 13th, 14th, and 15th Amendments to the U.S. Constitution and the Civil Rights Act of 1866, making co-conspirators, including officers of the court and officers of various Internet companies as well as police officials and other elected and appointed government officials, guilty of RICO Act racketeering and collusion against Larry Neal's and Mary Neal's rights not only under the U.S. Constitution but also under the Universal Declaration of Human Rights, the Americans with Disabilities Act, the Civil Rights of Institutionalized Persons Act (CRIPA), the Civil Rights Act, the Convention Against Torture, and Executive Order 13107, implementing human rights treaties.

Dred Scott v. Sandford, 60 U.S. 393 (1857), was a landmark decision by the U.S. Supreme Court in which the Court held that African Americans, whether enslaved or free, could not be American citizens and therefore had no standing to sue in federal court, and that the federal government had no power to regulate slavery in the federal territories acquired after the creation of the United States. The Dred Scott decision of 1857 was functionally superseded by the Civil Rights Act of 1866 and by the Fourteenth Amendment to the United States Constitution, which gave African Americans full citizenship.

The Thirteenth Amendment to the United States Constitution abolished slavery and involuntary servitude, except as punishment for a crime. On December 18, 1865, Secretary of State William H. Seward proclaimed its adoption. It was the first of the three Reconstruction Amendments adopted following the American Civil War.

The Civil Rights Act of 1866, 14 Stat. 27-30, enacted April 9, 1866, was the first United States federal law to define US citizenship and affirmed that all citizens were equally protected by the law. It was mainly intended to protect the civil rights of African-Americans, in the wake of the American Civil War.

The Fourteenth Amendment (July 9, 1868), Section 1. Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws. The Citizenship Clause of the 14th Amendment provides a broad definition of citizenship, overruling the Supreme Court's decision in Dred Scott v. Sandford (1857), which had held that Americans descended from African slaves could not be citizens of the United States.

The Fifteenth Amendment (Amendment XV) to the United States Constitution prohibits the federal and state governments from denying a citizen the right to vote based on that citizen's "race, color, or previous condition of servitude." It was ratified on February 3, 1870, as the third and last of the Reconstruction Amendments.

It has been some time since I was interviewed by PressTV, and I wonder if the USA forbade foreign press to interview me like I suspect was done to U.S. media companies. People say that America's gross national product is down, but they may fail to realize that American citizens are the nation's biggest commodity. Americans are considered to be in a "slave pool," especially African Americans. When there is a need for "fresh stock," police officers simply go fishing and draw in a catch. In 2011, the U.S. Congress and president assigned the White House the power to indefinitely intern anyone, including citizens, without levying criminal charges or allowing victims a speedy, open trial with adequate defense counsel provided (Sixth Amendment to the U.S. Constitution), but this seems to happen only to African Americans thus far. Criminal charges are levied, but prosecutors know there is no real requirement to take the cases to trial. Victims are simply arrested and tortured behind bars until they agree to lie on themselves and accept plea deals (see North Carolina v. Shannon Nyamodi, and see Pennsylvania v. Terrell Scott). They may be sentenced and extorted of probation fees upon release. When victims fail to pay the extortion money timely, they are then re-arrested and forced to serve the entire prison sentence - all without any trial-by-jury. Presto! A new prison sentence to buy or sell on Wall Street.

Wrongfully convicted people have trouble getting new trials with post-conviction evidence and are denied DNA tests to prove their innocence, because guilt and innocence are basically irrelevant. The irrelevance of innocence was pointed out by U.S. Supreme Court justices in the following two cases: 

(1) the majority opinion in "Alaska District Attorney's Office vs. Osborne," denied a convicted man the right to conduct DNA tests on the State's evidence.

I know very few government secrets. I publish information that is presented in the public domain, except for (a) my mentally, physically disabled brother's kidnapping and murder, (b) The Cochran Firm's fraud against African Americans, and (c) systemic discrimination against the mentally ill. Health discrimination is exactly what is happening in the USA, and it is done BY the justice system.

Over half the victims of police violence and prisoner abuse and murders are people with acute mental illness of all races and ages. Perhaps you have been too busy living your life to notice that, but I hope you will begin to take note. One in five Americans has mental illness and/or suffers from substance abuse problems; therefore, you very likely have a relative, neighbor or friend with such issues. Begin to notice systemic discrimination and hate crimes against our most vulnerable citizens, please, including African Americans, the mentally ill, and addicts. It is your duty to notice and to demand relief for these people.

Continue to pray for justice for this innocent youth who was wrongly prosecuted for shooting a woman who says herself that Shannon is innocent. He is the person who HELPED her. U.S. Government Racism Exposed Despite Censorship

#NSA, I find it unacceptable for my voice to be distorted on radio shows. Stalkers make it patently obvious who is the target of censorship on this NNIA1 show taped last night. Police Services and NSA re Elder's Sex Aubse

I sent Det. K.W. Moore the information in the email copied below on July 4. I never heard back from him. I put in a call to him today when I searched for the email and the email did not respond to my search. I called police, and then the email suddenly reappeared in my email box. It regards the sex assault done on my 90-yr-old mother by a woman who came to my home posing as a nurse from my mother's home health company. First, DeKalb County Police Department refused to take the report on my mother's abuse, just as they refused at first to take a police report on our home burglary in August 2012. Then I wrote to Congressman Hank Johnson and to Senator Chambliss and asked why my home is refused police services. Then a police officer came to take our report, but he refused to take the IP addresses of the individuals who take over our computer and the tag number for an individual who admitted he stalks me for hire. As far as I know, monitoring our computers and telephones was the only way for the nurse impostor to know my mom used home health services. The service had just started.

Detective Moore came to my house on the one and only day that I was away from home out of 30 days, and I sent him this email so he would have the info to work with, but I received no response to date. I believe the nurse impersonator came with a poison suppository to kill my mother. I took a picture of a navy blue vehicle exactly like the one the fake nurse was in parked at a neighbor's home. It is a Toyota. (If you read my articles, you know about my "neighbors".)

I cannot make police respond to crimes done against my family. I cannot make the United States Department of Justice respond to our Freedom of Information Act requests with records and answers regarding the secret arrest and murder of Larry Neal. I cannot make NSA or whomever takes over our computers and telephones STOP doing it. I cannot stop malicious prosecution of relatives, burglaries on my home to remove Neals v. The car tag was on a car driven by a young black man who admitted he was "paid well" to stalk me. Most Recent Telephone Takeover: My daughter called her husband's number to ask that he return home from work early, and a stalker messaged her back and said, "OK, sweetie" from xxxxxx. She saved the messages to/from this individual on her phone, in case you wish to see them. A stalker also assigned himself co-administrator on her phone from DarkDude426@gmail.com

[We later discovered that "OK, sweetie" message was to a group mail and legitimate.]

We have other IP addresses, phone numbers, and email addresses of the stalkers, but these should be enough for you to investigate and hopefully find out who employed the "nurse." In my opinion, these crimes also relate to our home burglary in August 2012, when nothing was stolen but my court records and hardcopy evidence related to Neals v. The Cochran Firm, for which my mother was a plaintiff. The "nurse" visited my mother when that case was cited in litigation against The Cochran Firm in California: McMurray v. The Cochran Firm.

The woman who played the "nurse" was a black person, approx. 5'7" tall, with dark brown skin. She seemed to have a medium build, roughly 150 pounds. She looked like she was between 30 and 45 years of age. She seemingly wore her hair without artificial hair added, and it was pulled back. She drove a navy blue vehicle that she seemed uncomfortable driving, as though she was not the owner. She took a long time to park, because she did not handle the vehicle well. She spoke with a Caribbean or African accent, although it could have been contrived. She wore a scrub top and regular pants.

We Are Government CRIME VICTIMS, and we assert the following rights provided under U.S. Code 18, Section 3771:

U.S. Code is also violated when citizens are retaliated against for engaging in any activity protected by the U.S. Constitution, such as using freedom of press ad free speech to seek justice after the secret arrest and murder of a loved one and exposing other such crimes. Unfortunately, when it comes to using laws to protect Americans' rights, especially for black people, America might as well be lawless.

Mary Neal's Oppressive Chemtrail and NSA

The chemtrail pictured above was placed over Mary Neal's home in Georgia. It appears to be in the shape of an "x" or a KKK cross. It was a beautiful day with clear, blue skies except for the "x" over my house. "Citizen" is defined as a person owing loyalty to and entitled by birth or naturalization to the protection of a state or nation. No citizen should be censored and terrorized for working diligently to help make her nation better - more humane, less prejudice, a place of liberty and justice for ALL. This writer resents attempts to intimidate her for the following thirteen (13) actions:

1. Exposing The (Johnnie) Cochran Firm fraud against its clients to prevent or reduce payouts to certain victims of police violence and corporate wrongdoing

2. Founding and directing Assistance to the Incarcerated Mentally Ill (AIMI), an online advocacy organization to decriminalize mental illness in America, increase and upgrade mental hospitals and encourage use of assisted outpatient treatment (AOT) programs that enforce treatment for acute mental patients and supply subsistence assistance

3. Exposing the 2003 murder of her mentally, physically disabled brother (Larry Neal) after 18 days of secret arrest in Memphis Shelby County Jail in (a kidnapping and murder) and denial of records by the U.S. Department of Justice and the jail and denial of due process of law

4. Giving voice to many voiceless people whose loved ones are wrongly convicted, excessively sentenced and/or brutalized behind bars

5. Standing against mass incarceration for prison profits

6. Campaigning for Dr. Ron Paul during the 2012 presidential campaign, because he was the only candidate from a major political party who denounced mass incarceration, the War on Drugs, and the National Defense Authorization Act (NDAA), which allows indefinite detention of Americans without crimes or a defense

7. Advocating against capital punishment

8. Advocating against prejudice directed at persons based on their race, socioeconomic status, health status, political party, and religion or lack thereof

9.  Exposing the hypocrisy of the media and certain civil and human rights organizations, politicians, and ministers who refuse to report and stand against oppression, such as the secret murder of Larry Neal and continuous victimization of black people in America

10. Proclaiming the gospel of Jesus Christ, the world's greatest human rights advocate

11. Advocating for passage of certain congressional bills, including H.R.619 to reinstate Medicaid insurance payments for inpatient mental hospital treatment and Ron Paul's H.R. 3785 to remove the threat of concentration camps, and advocating against certain draconian bills like SOPA, PIPA, NDAA and numerous others that threaten liberty and justice in America

12.  Publishing numerous petitions and polls to inform people about injustices (online petitions and polls experience interference to the point that they are useless to assess the level of public support)

13. Exposing numerous acts of censorship and terror against Mary Neal and her family, including:

    a. The "x" chemtrail that was sprayed over the Neal's home

    b. The sexual assault on Hattie Neal, 90, by an impersonator who gained entrance to her home by pretending to be a nurse from Hattie Neal's home health service (April 2013)

    c. Burglary at the Neals' home, when only the Neals v. Cochran Firm court records were stolen plus evidence that judges prevented from reaching a jury by wrongly dismissing lawsuits (August 2012)

    d.  Financial persecution by preventing communication with potential employers

    e. DeKalb County police warning Mary Neal to never try to speak with Burrell Ellis, DeKalb County CEO, about their refusal to investigate her crime reports regarding persons who follow her in person and people who prevent her freedom of press online and prevent her telephone calls at will. 

   f.  Atlanta police warning Mary Neal that she would be tasered and arrested if she continues to tell people about the Cochran Firm's fraud against its own clients in the secret arrest and murder of Larry Neal and against the family of Kathryn Johnston after the elder's murder by Atlanta police

Mary Neal's cyberstalkers are probably employees of the National Security Agency (NSA). I believe this since the stalkers are able to follow Mary Neal across all Internet sites; prevent calls to and from the Neals' phone; erase voice mail messages; delete emails; prevent U.S. Mail from reaching parties timely or at all; redirect links and remove photographs and selected text in articles; remove links from emails, etc., and police refuse to track the IP addresses involved. Stalkers are working on this article right now.

Mary Neal's articles have proclaimed for years that stalkers exercise the ability to hear what is said in her home, track her movements in her car, and do other surveillance that seemed astonishing to many readers. Now the world knows about these covert, unscrupulous surveillance techniques. One's cell phone, cable TV connections, and Internet connections can and are being used to spy on all people in America and report their movements. This writer was possibly a test subject for the international surveillance program. Tens of thousands of people are employed by NSA. If they are my stalkers, then I assert that their job is not only monitoring like Edward Snowden revealed, but also preventing communication.

Sometimes I look back at the articles I wrote regarding all the horrible things you have done to me, and I feel very sorry for myself. I weep for myself and everyone who you oppress and those you will yet oppress because they will not listen or have not heard. You are very unkind.

As America distances itself from God, it spends more money on mass incarceration, wars, and security against people inside and outside of the country who oppose its policies, including its own loyal citizens who deserve its protection. I believe that patriotism requires Americans of all races and socioeconomic backgrounds to unite and promote policies that will make this a land of liberty and justice for all - for the very first time. Americans have sacrificed many precious rights since 9/11 for the sake of security. However, the Word declares:

I bet I know which ones they don't want to receive the Blogger emails - probably the same people who are not allowed to receive my emails from my MaryLovesJustice@gmail.com and people who were surreptitiously removed from my twitter account, @koffietime - some of them more than once.

You people make a mockery of U.S. military people who died and continue to suffer catastrophic injuries and deaths in military conflicts for this county. You make a mockery of everything that was ever written about "rights" for Americans - free speech, freedom of press, freedom of peaceful assembly (online), the right to petition my government for a redress of grievances, freedom of religion, and the right to be FREE. Some of you make mockeries of your own speeches and your oaths of office.

I won't list all the places and ways you censored me last night. I get sick of telling you how repulsive you are, so I thought I would do a blog that congratulates attorneys and judges who seem to have integrity. Now you attack my LEGAL VICTORIES venture. Because no matter what I might succeed in, you know my success would bring the public's focus to the one thing you want to hide most - the secret arrest (kidnapping) and murder of my harmless mentally and physically disabled brother in Memphis Shelby County Jail in 2003 and your continuous denial of due process of law to keep the murder covered up. You probably want to keep The Cochran Firm fraud under wraps to continue defrauding minorities, also. Important, wealthy, learned men and women - black and white - have so many people around my house today and stalkers working to interfere with my Internet input that one might think you fear this black woman you have impoverished and persecuted for nearly a decade for asking for justice for my family and for numerous others. I put the word "black" because that is all you see - race. You are black Confederate soldiers and Nazis who would not recognize fairness if it jumped up and bit you.

CoIntelPro Removes Mother's Day Post From Mary Neal's FB Wall

CoIntelPro keeps removing this post from Mary Neal's Facebook wall. The pictures that are blocked are:

CoIntelPro later added back the second and third photo as single posts (I had put all three in a single row on my Facebook wall TWICE). But CoIntelPro did NOT add back the first photo with the black mother and child. What does that tell you about the cyber stalkers?
