RICO Act Racketeering Against Larry and Mary Neal

Neither Tennessee nor Georgia or the United States of America had/have the legal authority to deny Larry Neal or Mary Neal, being free people (13th Amendment), of the right to life, liberty, or the pursuit of happiness (which pursuit is curtailed while denied the right to privacy and freedom of expression), and the rights to full citizenship (14th Amendment), and the rights to equal protection of the laws (14th Amendment and Civil Rights Act of 1866), or to deprive Mary Neal of the right to vote in the 2008 election by following her everywhere, with police services denied, as intimidation and persecution for asserting the aforementioned rights (15th Amendment).

However, I assert that officials in State and Federal Government did and do collude to violate Larry Neal's and Mary Neal's rights that are protected under the 13th, 14th, and 15th Amendments to the U.S. Constitution and the Civil Rights Act of 1866, making co-conspirators, including officers of the court and officers of various Internet companies as well as police officials and other elected and appointed government officials, guilty of RICO Act racketeering and collusion against Larry Neal's and Mary Neal's rights not only under the U.S. Constitution but also under the Universal Declaration of Human Rights, the Americans with Disabilities Act, the Civil Rights of Institutionalized Persons Act (CRIPA), the Civil Rights Act, the Convention Against Torture, and Executive Order 13107, implementing human rights treaties.

Dred Scott v. Sandford, 60 U.S. 393 (1857), was a landmark decision by the U.S. Supreme Court in which the Court held that African Americans, whether enslaved or free, could not be American citizens and therefore had no standing to sue in federal court, and that the federal government had no power to regulate slavery in the federal territories acquired after the creation of the United States. The Dred Scott decision of 1857 was functionally superseded by the Civil Rights Act of 1866 and by the Fourteenth Amendment to the United States Constitution, which gave African Americans full citizenship.

The Thirteenth Amendment to the United States Constitution abolished slavery and involuntary servitude, except as punishment for a crime. On December 18, 1865, Secretary of State William H. Seward proclaimed its adoption. It was the first of the three Reconstruction Amendments adopted following the American Civil War.

The Civil Rights Act of 1866, 14 Stat. 27-30, enacted April 9, 1866, was the first United States federal law to define US citizenship and affirmed that all citizens were equally protected by the law. It was mainly intended to protect the civil rights of African-Americans, in the wake of the American Civil War.

The Fourteenth Amendment (July 9, 1868), Section 1. Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws. The Citizenship Clause of the 14th Amendment provides a broad definition of citizenship, overruling the Supreme Court's decision in Dred Scott v. Sandford (1857), which had held that Americans descended from African slaves could not be citizens of the United States.

The Fifteenth Amendment (Amendment XV) to the United States Constitution prohibits the federal and state governments from denying a citizen the right to vote based on that citizen's "race, color, or previous condition of servitude." It was ratified on February 3, 1870, as the third and last of the Reconstruction Amendments.

2008 Predictions re Amnesty

I am "America's Most Censored - Mary Neal." Sometimes when I have trouble sharing news, I copy the affected articles here at "Justice Gagged." I experienced greater than usual interference publishing "Amnesty Predictions from 2008" at FreeSpeakBlog, so that article is repeated below. I research current events as we reach the climax of this age before the Millennium period. It appears that as much as we may hate for it to happen, the demise of the USA will precede the great Tribulation period. The Bible describes the Tribulation as being a time when all men, small and great, will bow to the Antichrist. Also, the armies of the world will eventually encamp around Israel to destroy her. I simply cannot picture Americans doing either of those. Therefore, the USA is likely the Last Days Babylon, the destruction of which will be the kickoff for Tribulation events outlined in Revelation (see Revelation 18).

I have suspicions about a hypothetical question that was posted by "Tiebreaker" at Yahoo! Answers on May 23, 2008. I was researching "enforced vaccinations" in 2009 when I found it. I was interested in the possibility of enforced vaccinations being used to depopulate unsuspecting groups of people. We now have "immigrants flooding into the land," as Tiebreaker envisioned. He predicted that people [Americans] should watch out next for food shortages followed by enforced vaccines - the depop kind. I saved the question, believing that we have entered the End Times. Although I work for progress as a human rights advocate, as a Christian I expect "the worst is yet to come." It appears that America is nonexistent at the Battle of Armageddon, when nations of the world will encamp around Israel to destroy her, so I look for the USA's destruction sometime prior to that. The Bible indicates there will be none at Armageddon to save Israel except her Messiah, so He returns.

Morality issue?

hypothetical situation, might help me in smaller matters

say your the leader of a country. it flourished for awhile but its fallen into desperate times. the population is growing very rapidly. the amout of babies being born is at the highest rate its ever been and immigrants are flooding into the land. the food is extremely scarce and if it keeps up you'll go bankrupt. the people would literally have to eat each other to survive. you have the option of enforcing a vaccine that would ultimately weed out the weak and leave the strong ill, but alive. this is your only option to survive....what choice do you make? is it more morally correct to ensure a few some survival, or to not cross the line of inhumanity at the cost of everything...

You are not God, and He who made the world is well capable of sustaining life and providing for all of our needs. No one should justify genocide by pretending to believe it is best for humanity. The world is not running out of space or resources. Most of the earth is uninhabited, and the ground still yields her bounty. It is only man's artificial systems that create shortages, and sometimes it is in man's labs that diseases are created. Resist the temptation to play God or to excuse great evil by self-delusion.

Should Americans be concerned about "immigrants flooding the land," as the writer wrote in 2008, and food shortages followed by enforced depopulation vaccinations? Probably not. It is not as though the government would ever hurt U.S. citizens.

2.  Perhaps you believe my advocacy for justice only regards the secret arrest and murder of Larry Neal. Did you know there are 1.25 million mentally ill people imprisoned in America who should be in treatment instead? Do you realize that at least 50% of all victims of police violence are mentally ill? I use Larry's murder cover-up conspiracy as a worst-case scenario of what happens to the mentally challenged in America. All of the police officers I polled told me that they feel jails and prisons are inappropriate for acute mental patients. I think they appreciate the work I do to help decriminalize mental illness in America. After all, mental illness affects 1 in 5 people in America, meaning the police officers themselves are likely to have someone they love who struggles with mental illness, also.

3.  Mental illness is everybody's problem. We all live, shop, work, and attend school together. Community safety is enhanced when mental illness is dealt with as a health condition and not by the criminal justice system. Imprisoning people for behavior that resulted from a psychiatric crisis costs taxpayers significant amounts of money - $163,000 per year for each inmate in NY City - but it does not deliver any psychiatric benefits to jailed sick people. I believe most mental patients exit jails and prisons in worse psychiatric condition than when they entered.

4.  I am not free to simply quit my advocacy for the mentally ill, as you seem to suggest. Neither did I choose it. God chose me for this work when he allowed Memphis Shelby County Jail to secretly arrest Larry Neal (a kidnapping), keep him 18 days while denying he was incarcerated, then kill my disabled brother in 2003 by yet undisclosed means. I find it unacceptable that neither the jail nor the USDOJ that was in overview of the jail (after its lawsuit by the United States), will investigate Larry's secret murder or pay damages to his family. Instead, terrorism and censorship are applied, like the KKK in the 1940s. God said I must speak for the poor and oppressed and all who are appointed to destruction (Pv. 31:8-9). And I will continue to do that until my personal justice quest comes to a successful conclusion. If I obey God, my safety is His issue. In God I trust.

5.  Larry Neal, a heart patient, was hospitalized for over 20 years for acute mental illness, and his government covers up his murder instead of rendering justice. Larry's murder reveals that America has a system of Apartheid in its justice system that is applied to disabled people and to black citizens. We should all be glad to have that attitude revealed and demand its expulsion. But if this or any government administration in Washington and officials in Georgia (the state where I live, proclaimed the nation's most corrupt), would rather see me dead than allow me to have free speech and freedom of press to advocate for mentally ill people who are imprisoned and regularly brutalized or killed by police, God may choose to martyr Mary Neal in order to accomplish His purpose.
